Develop feature for linear assets

Being able to register linear assets with associated reference points would allow better and more accurate information on work orders when dealing with assets that are defined by length (i.e., railroad tracks, pipelines, roads, etc.)
It should be possible to define a work location based on reference points and measures (e.g., there's a damage on the railroad track 0.2 miles from crossing "Highlands")
The feature would preferably allow attribute records for the linear asset itself, but also for defined sections of the linear asset (e.g., the attribute "speed limit" has the value 40mph between reference point A and C, and 50mph between reference point C and D)
