allow item planning to go to warehouse location in maintenance job type defaults instead of the location level

i would like to only go down to the warehouse location when adding items in the maintenance job type defaults. Going down to the location level causes issues when the parts room relocates items to new locations with out notifying the planners. if the maintenance job type default location is not updated by the planners, then this causes issues with master planning.
